Honestly, superbugs are already occurring in Europe, although they are rare. With the war causing a ton of additional injuries, tons more people are exposed to antibiotics, so it's fairly reasonable that this would occur.
I don't think we need secret biolabs or stuff like that to explain this, and In fairness l think it will be a major issue for any future war, just like infections were before antibiotics were discovered.
